History / Other: The Sheriff’s building, Hopper Annex, is named after former Sheriff Billy B. Hopper. The Loving County Sheriff’s Office is the first law enforcement agency in Texas to have a female sheriff, Edna Dewees (1945-1947). Loving County consisting of 677 square miles is the least populated county jurisdiction in the United States with 95 people (2013).
